A. Background and scope of portfolio
The Green Climate Fund (GCF) project – on “Enhancing Climate Resilience of India’s Coastal Communities “supports the Government of India and the state governments in the project states of Andhra Pradesh, Odisha and Maharashtra, to enhance the resilience of vulnerable coastal communities to climate change through ecosystem-based adaptation (EbA). The project combines GCF grant finance with significant leveraged co-finance from central and state governments to shift the paradigm towards a new approach, integrating ecosystem-centred and community-based approaches to adaptation into coastal management and planning by the public sector, the private sector and civil society.

The project supports the Ministry of Environment, Forest and Climate Change and the nodal departments of the target State governments, to enhance the resilience of the lives and livelihoods of the most vulnerable populations, particularly women, in the coastal areas of India to climate change and extreme events, using an ecosystem-centered and community-based approach in three target states. This project as well contributes towards the achievement of climate priorities outlined in India’s National Action Plan on Climate Change (2008), the State Action Plans, as well as commitments outlined in India’s Nationally Determined Contributions (2015).

The Climate Change, Resilience and Energy portfolio at UNDP is currently working in various thematic areas of climate change adaptation and mitigation; disaster management and resilience; and access to clean and efficient energy. The project works at national, state and community levels to enhance capacities for ecosystem-based approaches to climate change adaptation and enable climate policy and finance shifts to catalyse climate action in all of India’s coastal states and union territories.

The project will enhance the resilience of coastal communities throughout India, through the implementation of interventions under the following inter-linked outputs:

• Output 1: Enhanced resilience of coastal and marine ecosystems and their services.
• Output 2: Climate adaptive livelihoods for enhanced resilience of vulnerable coastal communities; and
• Output 3: Strengthened coastal and marine governance and institutional frameworks for climate resilient management of coastal areas.

The above will be achieved through interventions outlined below in target landscapes in the three states – Andhra Pradesh, Maharashtra, and Odisha:

• Protect and restore ecosystems such as mangroves and seagrass
• Help communities adopt climate-adaptive livelihoods and value chains
• Mainstream EbA principles into coastal planning and governance, enabling intersectoral coordination for addressing climate risk across all of India’s coastal states.

III. Job Purpose and Scope of work
A. Main Purpose

The main role of Finance & Admin Officer is to ensure smooth functioning of the GCF project operations as per the approved documents and guidance. The Finance & Admin Officer will work in close association with the National Project Coordinator including development of workplan, delivery of services and all other activities which are to be undertaken by UNDP, County Office.

B. Duties and Responsibilities:

• Assist in providing support to the National Project Management Unit of GCF project, and ensure smooth handling of accounts, budget, payments, and other financial matters.
• Manage Projects’ budgets.
• Control of accounts and cash management.
• Ensure full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
• Interpreting and updating staff of the changes in the rules and regulations, guidelines, policies, and Atlas releases as well as HQ and CO instructions.
• Finance business processes mapping and elaboration/establishment of Standard Operating Procedures in Finance, control of the workflows in the project.
• Continuous analysis and monitoring of the financial situation, presentation of forecasts for project
Support and advice Sr. Management in alignment of Country Office business processes in line with UNDP Standards.
• Analyze financial data and advise National Project Coordinator on financial decisions.
• Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP / GCF rules and regulations.
• Active participation in budget preparation of the project and timely monitoring and close review of the disbursements against approved annual work plan.
• Bring to notice of management issues of concern related to budgeting and financial management
• Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; MPOs, travel claims and other entitlements are duly processed.
• Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
• Timely preparation of monthly cash flow forecast for use by National Project Coordinator.
• Capacity building of NPMU/ SPMU staff on project in Finance.
• Organization of trainings for the operations/projects staff including preparation and delivering presentations on Finance to include but not limited to UNDP and GCF business processes, regulations and rules, updates, and new instructions.
• Synthesis of lessons learnt and best practices in Finance.
• Support in maintaining financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to day transactions and reports.
• Support in managing finance & accounts of the projects; carry out necessary paperwork to ensure timely flow of funds for activities/projects
• Prepare and submit periodical progress and expenditure reports, including monthly and quarterly expenditure statements, Bank Reconciliation statement,
• Preparation of SOP on project finance and ensuring compliance of all operational processes with the same
• Assist in coordinating the procurement of services and goods under the project.
• Support UNDP’s Finance Unit in conduct of financial audits of the project conducted during the period.
• Preparation of financial reporting to the Donor, Government and UNDP as per the financial guidelines as and when needed.
• Perform other related task assigned from time to time by National Project Coordinator

IV. Institutional Arrangement – Reporting Structure
The Finance and Admin Officer will report to the National Project Coordinator, GCF Project, UNDP and Additional Secretary (National Project Director), Ministry of Environment, Forest and Climate Change for Day-to-day supervision and administrative instructions. The overall reporting to National Project Coordinator, GCF Project UNDP.

V. Qualifications and Competencies
Min. academic education
Bachelor’s degree in Business Administration, Commerce, Financial Management, Economic or related field

Or

Master’s Degree or equivalent in Business Administration, Commerce, Financial Management, Economic or related field
Min. years of relevant work experience
Minimum 4 years of professional experience in financial management, accounting and general administration, programme support service post Bachelor’s is required.

Or

Minimum 2 years of professional experience in financial management, accounting and general administration, programme support service post Master’s is required.
Required skills

• High-level of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, Powerpoint).
• Excellent communications, organizational and interpersonal skills.
• Good drafting and writing skills in English.

Desired skills
• – Experience of working with state government on finance and accounts related matters is highly desirable
– Previous work experience with UNDP or any other UN/ International agency is highly desirable.
– CA is desirable
